In Ghana, people recognized that land is a vital component of ensuring rural livelihood but that the traditional land tenure system was rife with obstacles to achieving economic growth. In the system, land-owning authorities hold absolute title to the land, creating an obstacle for the kind of investments and economic activities that move a country forward.
